SAM.gov Registration: Your First Step to SBIR Funding
Before you can apply for any SBIR or STTR grant, your company must be registered in the System for Award Management (SAM.gov). This federal database is required for all entities that want to do business with the U.S. government. Failing to register in time is one of the most frustrating SBIR application mistakes because it is entirely preventable.
What Is SAM.gov?
SAM.gov (System for Award Management) is the official government website that consolidates federal procurement and award systems. It is required for:
- All SBIR and STTR grant and contract applications
- Any federal grants, contracts, or assistance
- Receiving payments from the federal government
Step-by-Step SAM.gov Registration
Step 1: Get a UEI (Unique Entity Identifier)
The UEI has replaced the DUNS number as the primary identifier for federal awards. When you register on SAM.gov, a UEI is assigned automatically. You no longer need to register separately with Dun & Bradstreet.
Step 2: Gather Required Information
Before starting registration, collect the following:
- Legal Business Name: Exactly as it appears on tax documents
- Physical Address: Your primary business address
- EIN (Employer Identification Number): Your federal tax ID
- Banking Information: For electronic funds transfer (EFT) setup
- NAICS Codes: North American Industry Classification System codes that describe your business
- Business Type: Small business, woman-owned, veteran-owned, etc.
- Ownership Information: Names and details of owners. Note that SBIR requires at least 51% U.S. ownership.
Step 3: Create a Login.gov Account
SAM.gov uses Login.gov for authentication. Create an account at Login.gov with your business email address. You will need multi-factor authentication set up.
Step 4: Start Your SAM.gov Registration
- Go to SAM.gov and click "Get Started"
- Select "Register Entity"
- Enter your entity information (business name, address, EIN)
- Complete the Core Data section (entity information, points of contact)
- Complete the Assertions section (business type, size, certifications)
- Complete the Representations and Certifications section
- Complete the Points of Contact section
- Review and submit your registration
Step 5: Wait for Validation
After submission, SAM.gov validates your entity information against IRS records. This process can take:
- Best case: 7-10 business days
- Typical: 2-4 weeks
- Worst case: 6-8 weeks (if there are issues requiring resolution)

Common SAM.gov Problems and Solutions
Entity Validation Failures
If your business name or EIN does not match IRS records, validation will fail. Ensure your legal name is exactly as it appears on your IRS determination letter or tax returns.
Expired Registration
SAM.gov registrations must be renewed annually. Set a calendar reminder to renew 30 days before expiration.
CAGE Code Issues
A CAGE (Commercial and Government Entity) code is assigned automatically during registration. If you have issues, contact the DLA CAGE program office.
Banking Information Errors
EFT setup errors can delay payment after you receive an award. Double-check routing and account numbers.
SAM.gov Registration Timeline
Plan your registration timeline carefully:
- 8 weeks before deadline: Begin SAM.gov registration
- 6 weeks before deadline: Complete agency-specific registrations
- 4 weeks before deadline: Verify all registrations are active and confirmed
- 2 weeks before deadline: Begin proposal submission process
Small Business Certifications
During SAM.gov registration, you can also self-certify for various small business programs:
- Small Business: Under 500 employees for SBIR
- Woman-Owned Small Business (WOSB)
- Service-Disabled Veteran-Owned (SDVOSB)
- HUBZone Business
- 8(a) Business Development Program
These certifications can provide additional contracting advantages beyond SBIR. You can also apply for multiple SBIR grants simultaneously once registered.
